Doesn't he know that these tribes have been fighting with al-Qaeda against America? Doesn't he know that they didn't want protection from al-Qaeda because they were the ally of the tribes. Al-Qaeda was too violent for them, so they switched sides. Even if he doesn't listen to the briefings, wouldn't someone on his staff read the newspapers?
