Bosnia?????

So, this is rather surprising. From the Aljazeera video of bin Laden and the 9-11 terrorists:

The video also showed two of the 19 Islamists who took part in the attacks, Saudi nationals Hamza al-Ramdi and Wael el-Shemari.

The men said that their actions were inspired by an urge to avenge the suffering of Muslims in Bosnia and Chechnya.

So, if we actually believe that it's all about the war, it appears that we can blame Clinton and not Bush for 9-11. (BTW, we all know that there are reasons we should blame Clinton for 9-11, the biggest being that Clinton had the opportunity to kill or capture bin Laden a number of times.)
