Huckabee: "I didn't say that we should quarantine"

OK, then what does this mean:

“If the federal government is truly serious about doing something with the AIDS virus, we need to take steps that would isolate the carriers of this plague. It is difficult to understand the public policy towards AIDS. It is the first time in the history of civilization in which the carriers of a genuine plague have not been isolated from the general population, and in which this deadly disease for which there is no cure is being treated as a civil rights issue instead of the true health crisis it represents."
Well, technically he's right, he didn't actually use the word "quarantine" but why give such a Clintonian response? Especially if you are a "Christian leader" and made Christian values the main issue of your campaign?

I think he should just admit the obvious, he was ignorant and lacked compassion for those in need. Since so many of the presidential candidates on both the right and left have changed their positions on key issues, what would it matter?
